What are endorsements?

Depending on what you’re transporting, you may need one or more of the following six endorsements. An endorsement allows you to operate certain types of commercial motor vehicles and transport specific items. Additional testing is required to obtain an endorsement, and in some cases, if you already have a CDL, you will be required to hold a commercial learner’s permit for that endorsement for at least 14 days before it can be added to your CDL. Additional training is required after February 7, 2022 (see the ELDT section below).

Hazardous materials (H) : This endorsement allows you to transport hazardous materials, such as flammable or combustible liquids, gases, or explosives. You will be required to complete a comprehensive state and federal background check.

The DPS HME Application Process includes 4 steps:

•Complete and submit your application and any
required fees to the Driver License Office.
•Pass the Hazardous Materials Endorsement
Knowledge Exam. Note: Beginning February 7,
2022, those applying for an HME for the first
time must complete ELDT prior to taking the
HME knowledge test.
•Schedule and Complete your Appointment for
Fingerprinting.
•Transportation Security Administration (TSA)
security threat assessment

 

The total time to complete the process depends on how quickly the CDL driver completes Steps 1, 2, and 3. Once they are completed, TSA’s goal for Step 4 is to provide a response within 30 to 45 days after receiving the information and fingerprints provided. If a person has not received any correspondence from DPS after 45 days from the date of their fingerprinting, they should submit a email to DPS or contact him Customer Service Center to inquire about the status of your EHR application.

 

HME Eligibility
The following individuals are not eligible
to apply for an HME:
•Non-Domicile CDL.
•Commercial driver with lawful status as a
refugee or asylee
•CDL holders that have certified to the
Texas Commercial Driver License
Application Intrastate Driver
Certification (CDL-5) Section A.
•CDL holders that have a valid Texas
Limb Waiver.
